Are All Dog Groomers Alike?

 I am trying to find a reliable mobile groomer who is also certified/licensed to take care of my 2 small dogs. Can anyone help me find one in Bakersfield? I also would like to know if there is any way to investigate how good, safe and ethical  they are. Thanks
